Dragon 15 rotation help (EU servers)

Third attempt at getting this right, so bear with me. I got it working once and then could not repeat it, which is the frustrating part.

Corrections welcome, especially if I got a detail wrong.

This comes up a lot, so: nine times out of ten it is a driver or a background process, not the thing you suspect.

Others may have a cleaner method.
