Which champions did you regret food-ing? (second attempt)

Spent most of the weekend on this and I am still not sure I understand it. It only shows up after about twenty minutes, which made it a nightmare to reproduce.

The patch notes hinted at this but never actually spelled it out. If someone has a link to a proper explanation, I will take it.
