Energy management for free-to-play accounts (NA servers)

Hoping someone can sanity-check my reasoning before I commit to it. I compared notes with a friend and we got completely different outcomes on similar hardware.

The difference only becomes obvious once you look at the frame times rather than the average. Corrections welcome, especially if I got a detail wrong.
