Do you wait for historical lows or buy on release?

Low stakes question, but it has been bugging me for weeks. The patch notes hinted at this but never actually spelled it out.

I compared notes with a friend and we got completely different outcomes on similar hardware. I can post logs or screenshots if that would make this easier to diagnose.
