Arena defence keeps losing to the same setup (still unresolved)

Quick one for the people who have put more hours into this than me. It seems to depend heavily on region, which nobody mentions anywhere.

The patch notes hinted at this but never actually spelled it out. Interested in the counter-argument if there is one.
