Finally worked this out, so here is the write-up I wish I had found. I got it working once and then could not repeat it, which is the frustrating part.

Half the advice online is a year out of date, which is why I wanted a current thread. Will update the post if I find a cleaner solution.

Short version: the difference is real but small enough that you may not notice it while playing.

I went through this last month. the community guide covers this better than I can, but the summary is to prioritise the basics first.

Not the answer you want, but region and server load matter more than most guides acknowledge.

I went through this last month. the wiki number is theoretical; real results are always a bit lower.

Quick correction to the above: measure before and after, otherwise you are just guessing whether it helped.

Speaking as someone who got it wrong initially, temperature is the usual culprit when performance degrades over a session.

Quick correction to the above: the averages hide the problem; look at the one percent lows instead.

This is the bit people miss — it is almost always a setting rather than hardware, so try the free fixes before spending anything.

Not the answer you want, but worth testing on a second account to rule out something profile-specific.

For what it is worth, the defaults are conservative on purpose, so there is usually headroom to gain.

I went through this last month. keep a note of what you changed, otherwise you cannot undo it cleanly later.

This comes up a lot, so: do the cheap diagnostic first — it costs nothing and rules out half the causes.

Report back once you have tried it.

Had the exact same issue. it depends heavily on your specific setup, so take any single number with a grain of salt.

Worth a shot before anything drastic.

Depends on your setup, but broadly the safe move is the reversible one — you can always undo it if it makes things worse.
